Deroga la Directiva 2009/48/CE y actualiza la normativa de seguridad de los juguetes.
- Artículo 3: Define qué se considera juguete.
- Artículo 4: Principios generales de seguridad (protección de la salud y seguridad de los niños).
- Artículo 5 a 9: Obligaciones de los agentes económicos (fabricantes, importadores, distribuidores).
- Artículo 10: Procedimientos de evaluación de la conformidad.
- Artículo 11: Declaración UE de conformidad.
- Artículo 12: Marcado CE obligatorio en todos los juguetes.
- Anexo II: Requisitos específicos de seguridad (físicos, químicos, eléctricos, inflamabilidad, higiene, radiactividad).
Antes de este Reglamento, la Directiva 2009/48/CE regulaba la seguridad de los juguetes, con artículos similares sobre obligaciones de fabricantes, evaluación de conformidad y marcado CE.

- Artículo 14: Declaración CE de conformidad.
- Artículo 16: Marcado CE.
- Artículo 18: Procedimientos de evaluación de conformidad.
- Artículo 20: Expediente técnico del juguete.
Otras normas complementarias en España
- RD 1801/2003, de 26 de diciembre, sobre seguridad general de los productos (aplicable a todos los bienes de consumo).
- Órdenes ministeriales posteriores (como la Orden PCM/2021) que actualizan anexos del RD 1205/2011, por ejemplo prohibiendo fragancias alergénicas.
